Healthy Homes Training Calendar

 

The U.S. Environmental Protection Agency (EPA) and U.S. Occupational Safety and Health Administration (OSHA)  both require asbestos-specific training for work involving asbestos in housing.  The OSHA rules apply to all construction work and use a very broad definition of construction.  The EPA rule is based on the Asbestos Hazard Emergency Response Act (AHERA) - Title II of the Toxics Substances Control Act.  It establishes a Model Accreditation Program for states.  In addition to schools the MAP applies  to public and commercial buildings.  This term includes residential apartment buildings with more than 10 units in the building. 

 

EPA also has an Asbestos National Emission Standard for Hazardous Air Pollutants (NESHAP) that imposes additional requirements.  The NESHAP applies to buildings including residential apartment buildings with more than four units.  Some states - Indiana is an example - apply the MAP training requirements to all buildings covered by the NESHAP.

Asbestos Contractor / Supervisor – Initial

40 CFR Part 763, Subpart E, App. C., Unit III.B

EPA Model Accreditation Program:  A person must be accredited as a contractor/supervisor to supervise any of the following activities with respect to friable ACBM in a school or public and commercial building: (1) A response action other than a SSSD activity, (2) a maintenance activity that disturbs friable ACBM other than a SSSD activity, or (3) a response action for a major fiber release episode. All persons seeking accreditation as asbestos abatement contractor/supervisors shall complete at least a 5–day training course as outlined below. The training course must include lectures, demonstrations, at least 14 hours of hands-on training, individual respirator fit testing, course review, and a written examination. Hands-on training must permit supervisors to have actual experience performing tasks associated with asbestos abatement.

OSHA Construction Standard:  For Class I and II asbestos work the competent person shall be trained in all aspects of asbestos removal and handling, including: abatement, installation, removal and handling; the contents of this standard; the identification of asbestos; removal procedures, where appropriate; and other practices for reducing the hazard. Such training shall be obtained in a comprehensive course for supervisors that meets the criteria of EPA's Model Accredited Plan (40 CFR part 763, subpart E, Appendix C), such as a course conducted by an EPA-approved or state-approved training provider, certified by EPA or a state, or a course equivalent in stringency, content, and length. 

  • Class I asbestos work means activities involving the removal of TSI and surfacing ACM and PACM.

  • Class II asbestos work means activities involving the removal of ACM which is not thermal system insulation or surfacing material. This includes, but is not limited to, the removal of asbestos-containing wallboard, floor tile and sheeting, roofing and siding shingles, and construction mastics.

Asbestos Contractor / Supervisor – Refresher

EPA Model Accreditation Program:  A State’s accreditation program shall include annual refresher training as a requirement for reaccreditation as indicated below: 

-  Contractor/Supervisors: One full day of refresher training.

Asbestos Worker – Initial

40 CFR Part 763, Subpart E, App. C., Unit III.B

EPA Model Accreditation Program:  A person must be accredited as a worker to carry out any of the following activities with respect to friable ACBM in a school or public and commercial building: (1) A response action other than a SSSD activity, (2) a maintenance activity that disturbs friable ACBM other than a SSSD activity, or (3) a response action for a major fiber release episode. All persons seeking accreditation as asbestos abatement workers shall complete at least a 4–day training course as outlined below. The 4–day worker training course shall include lectures, demonstrations, at least 14 hours of hands-on training, individual respirator fit testing, course review, and an examination. Hands-on training must permit workers to have actual experience performing tasks associated with asbestos abatement. A person who is otherwise accredited as a contractor/supervisor may perform in the role of a worker without possessing separate accreditation as a worker.

EPA Model Accreditation Program:  A State’s accreditation program shall include annual refresher training as a requirement for reaccreditation as indicated below:

AMP-I 

Asbestos Management Planner – Initial

40 CFR Part 763, Subpart E, App. C., Unit III.B

EPA Model Accreditation Program:  All persons who prepare management plans for schools must be accredited. All persons seeking accreditation as management planners shall complete a 3–day inspector training course as outlined above and a 2–day management planner training course. Possession of current and valid inspector accreditation shall be a prerequisite for admission to the management planner training course. The management planner course shall include lectures, demonstrations, course review,

and a written examination.

Asbestos Management Planner – Refresher

EPA Model Accreditation Program:  A State’s accreditation program shall include annual refresher training as a requirement for reaccreditation as indicated below: 

Management Planners: One half-day of inspector refresher training and one half-day of refresher training for management planners.

Asbestos Inspector – Initial

EPA Model Accreditation Program:  All persons who inspect for ACBM in schools or public and commercial buildings

must be accredited. All persons seeking accreditation as an inspector shall complete at least a 3–day training course as outlined below. The course shall include lectures, demonstrations, 4 hours of hands-on training, individual respirator fit-testing, course review, and a written examination.

 

‘‘Inspection’’ means an activity undertaken in a school building, or a public and

commercial building, to determine the presence or location, or to assess the condition of, friable or non-friable asbestos-containing building material (ACBM) or suspected ACBM, whether by visual or physical examination, or by collecting samples of such material. This term includes reinspections of friable and non-friable known or assumed ACBM which has been previously identified.

Asbestos Inspector – Refresher

Inspectors: One half-day of refresher training.

APD-I 

Asbestos Project Designer – Initial

EPA Model Accreditation Program:  A person must be accredited as a project designer to design any of the following activities with respect to friable ACBM in a school or public and commercial building: (1) A response action other than a SSSD maintenance activity, (2) a maintenance activity that disturbs friable ACBM other than a SSSD maintenance activity, or (3) a response action for a major fiber release episode. All persons seeking accreditation as a project designer shall complete at least a minim 3–day training course as outlined below. The project designer course shall include lectures, demonstrations, a field trip, course review and a written examination

Asbestos Operations & Maintenance (O&M)

 

40 CFR 673.92(a)(1) & (2)

EPA AHERA:  The local education agency shall ensure, prior to the implementation of the O&M provisions of the management plan, that all members of its maintenance and custodial staff (custodians, electricians, heating/ air conditioning engineers, plumbers, etc.) who may work in a building that contains Asbestos-Containing Building Material (ACBM)  receive awareness training of at least 2 hours, whether or not they are required to work with ACBM. New custodial and maintenance employees shall be trained within 60 days after commencement of employment.

 

The local education agency shall ensure that all members of its maintenance and custodial staff who conduct any activities that will result in the disturbance of ACBM shall receive training described above and 14 hours of additional training.

OSHA Construction Standard: For Class III and IV asbestos work, the competent person shall be trained in aspects of asbestos handling appropriate for the nature of the work, to include procedures for setting up glove bags and mini-enclosures, practices for reducing asbestos exposures, use of wet methods, the contents of this standard, and the identification of asbestos. Such training shall include successful completion of a course that is consistent with EPA requirements for training of local education agency maintenance and custodial staff as set forth at 40 CFR 763.92(a)(2), or its equivalent in stringency, content, and length. Competent persons for Class III and IV work, may also be trained pursuant to the requirements of paragraph (o)(4)(i) of this section.

  • Class III asbestos work means repair and maintenance operations, where "ACM", including TSI and surfacing ACM and PACM, is likely to be disturbed.

  • Class IV asbestos work means maintenance and custodial activities during which employees contact but do not disturb ACM or PACM and activities to clean up dust, waste and debris resulting from Class I, II, and III activities.
